Water is the most important natural resource for the poor ruralcommunities in southwest karst desertificated area. The shortageof water resource owing to the factors as followed: the loss ofsurface water and the difficulty of conservancy facilityconstruction caused by the features of karst topography andgeomorphology, uneven seasonal precipitation, the weakening anddisappearance of collective power in rural communities, themarketization, the transfer of labor, the change of rural socialenvironment, and so on. All these factors make it hard to establishan effective mechanism of water management, leading to the lowefficiency of water resource utilization and the water stress foragricultural production and human and animal drinking in Southwestkarst areas.Therefore, the establishment of an participatory managementorganization for water resources will not only guarantee asustainable operation of water conservancy facilities invested bygovernment, but also fit the actual situation of water resourceutilization by local communities. It is of practical significancefor feasible policy making to investigate the willingness offarmers to participate in water resource management.Firstly in this paper, we summarized the domestic and foreign research achievements on the participatory management of naturalresources by rural communities. Based on Eleanor Ostrom’s theoriesabout collective actions, farmer behaviors and autonomousgovernance, we figured out the factors affecting the participationof farmers in water resource management.Secondly, based on the studies on natural resource managementby communities and investigation data, we applied statisticsmethods to analyze the present situation of water resourcedistribution and utilization in Salaxi County of Bijie City, andfrom the econometrics angle, we used the model of logistic binaryregression method to analyze the willingness of farmers toparticipate in water management by communities influenced by20variables involved in3aspects including farmer selves, householdsand policies.At last, the research results suggest that the most significantfactors influencing on the participation of farmers in waterresource management by communities include the education level,health condition, economical income, drinking problems ofhouseholders, as well as the satisfaction to the supportive policies of localgovernments on water resource management, the policies on returningfarmland to forest, and the technological assistance provided bygovernments. Among them, in spite of the negative correlation ofthe satisfaction to technological assistance with the desire offarmers to take part in water management, the rest factors arepositive correlated.According to the research results, we offered the followingproposals focused on policy making from the aspects of farmerhousehold, local government and collectivity:1) improve theawareness and capability of farmers to participate and cooperate;2) implement plans for education and trainings to ensure qualifiedpersons for participatory water management while promoting thepropaganda and develop supportive policies;3) establish theorganizational system and increase the service quality forparticipatory management of water resource by communities.
