The System Operation Research Of The Basic Medical Insurance System For Urban Residents In Donghu District Of Nanchang City

Urban residents has long been a vulnerable group, in which a considerable partof the population do not have a stable income and institutional arrangements islagging behind relatively. The problem of the difficulty and high cost of gettingmedical treatment is particularly prominent, with the burden of all the medicalexpenses shouldered by themselves, and their payment ability is quite limited. Onceyou have a serious illness, the medical expenses are completely borne by individualsand families. The phenomenon of " poverty caused by illness " occurred frequently,which is not conducive to family happiness, nor to the harmonious development ofsociety.The pilot work of basic medical insurance for urban residents started in July,2007and after7years’ development, we have already established a basic medicalinsurance system based on the comprehensive arrangement for serious disease forurban residents.The system mainly works on solving the problem of those urbanresidents who are not covered by medical insurance system. Besides, it has solved thepractical problems of the absence of the basic medical insurance system.This paper takes on the operation of basic medical insurance system for urbanresidents in East Lake district as the research object. Through ways of questionnaires,interviews etc, mainly through visits, questionnaires and case interviews on the urbanresidents in East Lake District, it has obtained large number of first-hand informationabout not only the cognitive situation, extent of satisfaction and evaluation ofresidents towards the inhabitants medicare system, but also changes of medicalservice before and after the health care system is implemented. It has also analyzedsome of the problems during the process of implementation. The paper then analyzesin detail about some existing problems of basic medical insurance system for urbanresidents in East Lake District during the process of operation and implementation,explores the roots of the problems, and in the end come to the conclusion to presentsome specific counter measures and suggestions on perfecting the medical andinsurance system for urban residents.
