This article is mainly from the perspective of land economics and economics of propertyrights for analyzing the nature and property attribute of the land transfer expense, through themethod of data collection, using the CD production function and regression analysis toexplore the contribution of land transfer expense to economic growth in Guangdong provinceand explore the land transfer expense in different areas of Guangdong province to thedifferences of economic impact, in order to provide empirical basis for the reform of landtransfer expense system in Guangdong province.Through the theoretical analysis: land property rights can trade making land transferexpense is possible land use rights on the economic performance. Land transfer expensepayment reform must be in the thoughts of sustainable land use to design, to coordinate theinterests of all parties, achieve the objectives of the overall urban and rural economicdevelopment. Land transfer expense in nature is one of the specific construction form of landrent, one of the specific form of the land price;land price theory is the theoretical basis ofland transferring fee defined standards.Through the analysis of the mechanism and the Granger causality test of land transferexpense to economic growth in Guangdong province, it is concluded that Guangdongprovince land transfer expense has a promoting effect on economic growth and has along-term and stable relationship. The empirical study results show that the1995-2011,Guangdong land transfer expense has obvious promoting effect on economic growth; by1995,2002and2011, three years of analysis on land transfer expense to economic growthcontribution suggest that both have obvious positive correlation;four areas of land transferexpense to economic growth contribution exist obvious difference, among them the Yuexi isthe largest contribution to economic growth,then the pearl river delta, Yuedong is minimal.Therefore, it is need to adjust measures to local conditions play to the role of landtransfer expense, promote economic growth; to formulate scientific city planning, strictlycontrol the scale of land transfer; increase investment in education, give play to the role ofhuman resources; set up the correct achievements view, the land management systeminnovation. |
