Since the late1980s, the Vietnamese government in the implementation of "reform andopening" policy, Vietnam began to focus on the development of export-oriented economy,Vietnam in attracting foreign direct investment to achieve some success, rapid GDP growth,foreign direct investment in domestic enterprises accounted for increasing the proportion ofGDP. The results of these achievements is also a two-way role in economic growth andforeign direct investment, but also bring some negative impact on Vietnam’s economy, societyand environment. Vietnam remains attractive to foreign investment policy inferior to othercountries in the region near the Vietnam policy effectiveness and enforceability of lowresulting decline in foreign direct investment in the registered capital, FDI funds progressdifficulties.In this paper, the concepts of the theory of FDI introduced to analyze the currentsituation in Vietnam to attract FDI and problems. Overall,2009was previously showingincreasing status, after showing a decreasing condition. Attract major FDI source countriesand regions are: China Taiwan, Singapore, Japan, Korea, Hong Kong and other Asiancountries, China. Attracting FDI mainly in the industrial distribution industry, is also a majortourist hotels FDI inflows fields. From the analysis of both positive and negative aspects ofthe impact on the Vietnamese economy, the impact from FDI empirical analysis shows thatFDI to Vietnam’s economic development for each additional1%, GDP increased by0.0466%,the impact of FDI on primary and secondary industries are obvious first, the two industries ispositively correlated with FDI, FDI increased by1%in the first industry output increased by0.0837%, secondary industry output increased0.0966%; tertiary sector and FDI correlation isnot significant. FDI from the reduction of investment risk in Vietnam is: to develop andimplement a sound file of foreign direct investment laws and regulations; help guide investorsto implement investment projects; simplification of administrative procedures; organization ofhuman resources training. Strategies for attracting FDI from: to develop more preferentialpolicies; improve the investment environment; improve information disseminationmechanisms; encourage investment in the development of various forms.
