Affordable housing construction in China is an important part of the building housing security.Among them, the public rental housing (hereinafter referred to as the "public housing"), is forthe social people on low incomes, housing difficulties families and workers new jobs andproducts to provide housing security sandwich layer groups."Twelfth Five Year Plan" clearlypointed out, the local government for the original funds for low-cost housing construction, theneed to integrate for public rental housing (including before2014in the construction of lowrent housing). Because of the lack of planning and coordination, with the large number of lowrent housing and public rental housing construction and occupancy, a series of problemsemerged. These problems include residential community groups marginalized, communityliving facilities is not perfect, but, large scale construction of public rental housing needs hugefund support. In order to solve the problem above, each local government in recent years haveset up the State-Owned Company, the company integrated land, property and equity of thelocal government and other assets, meet the requirements to achieve the bank loans, toundertake various funds. The State-Owned Company has low rent housing and public rentalhousing construction and management tasks, construction funds from the central governmentallocated special funds and local fiscal expenditure, with the increase in depreciation andequipment, the growth in the number of public housing maintenance, local governments willbe under increasing fund payment pressure, which is also the main reason why many localgovernments do not actively participate in the construction of public rental housing. For thefollowing line to solve the fund the construction of public rental housing, the state-ownedenterprises lack of diversified financing channels in public rental housing constructionproblem, to explore the real estate investment trusts (REITs) operating experience, and thefeasibility of the application of REITs management mode and the necessity of GJ companylow rent housing, public rental construction are analyzed, and puts forward relatedsuggestions.
