Research Questions Policy Financial Support Leading Enterprises Of Agricultural Industrialization In Henan Province

Healthy and sustainable development of leading enterprises of agricultureindustrialization is crucial to promote the development of agriculture industrialization,the effective path to realize agricultural large-scale, enterprization and efficiency, andthe powerful measures to promote agricultural output and income growth of thepeasants. In more than20years, during the development progress of China’sagriculture industrialization, capital shortage has become the important factorrestricting sustainable development of leading enterprises. Henan is the majoragricultural province and its development has been greatly influenced by developmentof leading enterprises of agriculture industrialization and financial support.Based on Henan, from the angle of political finance, this paper has discussed theinfluence and effects of financial support on the development of leading enterprises ofagriculture industrialization. This paper is consisted of six parts. The first chapter hasintroduced the research background and meaning, research status and methods both athoe and abroad. From the perspective of definition of leading enterprises of agricultureindustrialization, Credit Rationing Theory, Financial Repression Theory and GrowthPole Theory, the second chapter has illustrated theories related to the paper. The thirdchapter has illustrated the development current situation and financing channels ofleading enterprises of agriculture industrialization in Henan. Targeted at the capitaldemand in the development progress of leading enterprises, it has analyzed the fundsupply channels in the development of eading enterprises of agricultureindustrialization in Henan: fiscal capital support, commercial financing channels ofagricultural banks and RCC (rural credit cooperative), political financing channels;under the influence of prudent loan of commercial financial institutions and market-oriented loan, insufficient credit and loan support has become the reality ofcommercial finance in the development of leading enterprises of agriculture industrialization. Deficiency of fiscal fund has also restricted the strength of fiscalsupport of leading enterprises of agriculture industrialization. Therefore, to paly therole of political financial support function of Agricultural Development Bank is thereality choice to solve the problem of capital constraint of leading enterprises ofagriculture industrialization,especially the small and medium-sized leadingenterprises.The fourth chapter has emphasized on analyzing the current situations andexisting main problems of political financial support for leading enterprises ofagriculture industrialization in Henan. From the situations of agriculture-related loansand loans of leading enterprises of agriculture industrialization in Henan branch ofAgricultural Development Bank in recent years, it has analyzed the current situationsof political financial support. From the perspective of limited financial support, narrowscale of financial support, existing problems of leading enterprises and managementproblems of Agricultural Development Bank, it has illustrated the existing majorproblems of political financial support for leading enterprises of agricultureindustrialization in Henan. Taking Dacheng Grain and Oil Group co., LTD as anexample, in the aspects of company’s basic information, production and managementsituations, finance status and credit&loan situations of Henan Branch of AgriculturalDevelopment Bank, the fifth chapter has analyzed the influence and role of politicalfinancial support Agricultural Development Bank on the development of leadingenterprises of agriculture industrialization. Based on the above analysis, from threeaspects of national level, political financial institutions and leading enterprises ofagriculture industrialization, the sixth chapter has put forward political suggestions forthe development of leading enterprises of agriculture industrialization supported bypolitical financial support.Taking Qualitative Analysis method as the main research method, combinedwith methods of case analysis and comparison analysis, this paper has studied relatedproblems of giving political financial support to leading enterprises of agricultureindustrialization in Henan.
