Feasibility Analysis And Application Research Of Ruyang Dahu Ridge Agricultural Park Construction

With the reform and opening up for more than30years，our country’s economyhas maintained a rapid growth at the rate of over9%per year, but the problems of"agriculture, rural areas and farmers" are still the biggest restricting factors that affectour country’s goal to build a well-off society. The mountain area covers43%in ourcountry. In this area, there is little cultivated land resource and rugged roads, whichholds back the development of economy，so we must adjust measures to localconditions to develop leisure agriculture to a higher level to realize the harmoniousdevelopment of ecological agriculture, modern agriculture and traditional agriculture.From the view of the government and a larger perspective to solve the problems ofagriculture, rural areas and farmers, we re-examine the investment feasibility ofRuyang Dahuling Agriculture Park Project to sum up the experience of planning andconstruction project, to explore the new agriculture park mode which is built in themountain hilly region, to guide our country to realize sustainable development in themountain region, and to speed up to achieve the goal of building a well-off society inan all-round way.Firstly, on the basis of referring to the related research literature, we havesummarized the types of agriculture park, analyzed the necessity of the constructionof agriculture park, and studied the mode and characteristics of the development ofagriculture park and the existing problems in our country. Then, we have analyzed thefeasibility of Ruyang Dahuling Agriculture Park Project again from the perspective ofgovernment planning and construction, and reached a conclusion that the project isgood with fresh idea, living system, and large growth space. Finally, we have donefurther research into its development, and summed up the successful experience fromthe developing course of Ruyang County. Since it was constructed, each part ofRuyang Dahuling Agriculture Park project has worked well and its economic andsocial efficiency has been better than expected, which indicates the rationality of earlyproject planning and feasibility. The main decision markers from the People’s Goveronment of Ruyang County participated in the whole process of projectpositioning and overall planning and design, which ensures Ruyang DahulingAgriculture Park project not only is suitable for Ruyang County’s reality but ownsadvanced concepts. To ensure the smooth implementation of project planning anddevelopment, five work principles are established, The leading group of constructionproject and efficient working system are set up, and some innovation practices areadopted by the People’s Goveronment of Ruyang County.
