In recent years, the state attached great importance to the technology innovation,vigorously supported the development of high-tech enterprises. Managers recognize theimportance of technology innovation has also been an unprecedented increase, manyenterprises have set up R&D department, and greatly improve the level of R&Dpersonnels salaries. Technology innovation not only promotes the development ofenterprises, but also bring the tangible benefits to enterprises. However, when theproject group has the characteristics of technological innovation conducting operations,there is a serious waste and irrational allocation of resources in the allocation ofresources. Thus, the problem of resources allocation of technology innovation projectgroup emerged. Project group consists of many single project that there is somerelationship between them,there are technology association between thess projects,oruse the resources commonly,has the characteristics of long duration and highinvestment. The project group management is by the certain techniques, methods,means to achieve the coordinated management between the project,ultimately achievethe utility maximization of the enterprise.And the specialty of the high-tech enterprisesdetermines the objectives and constraints of resources allocation is different fromordinary items.The objecet of this paper is mainly about the projecet group that there are conflictsin resources allocation,direction is in the case that the object of the enterprise is theutility maximization,how to allocate the resources by the most reasonable way. Becausethe study goal is high-tech enterprises,so we introduc the probability as the measure ofproject success. The thinking of solving the problem is how to allocate resources in areasonable way by which way or model to achieve the utility maximization of theenterprise.This paper put the equilibrium optimization of cost and probability as the goal ofthe allocation of resources,and established the objective function to realize the objectivefunction optimization while satisfying the enterprise resources constraints. First analyzed the enterprise resources and the characteristics of the project group.Becausethe cost and the probability are the two factors we should take into account first in theallocation of resources,so this paper established the corresponding mathematicalmodel,determined the main factors that influence the cost and probability,built thecorresponding function,to achieve the purpose of allocating resources better,and usedthe idea of optimization to solve the objective function.Finally,researched the case ofChina Academy of Space Technology,collected and sorted the project information andresources conditon, used the mathematical model in this paper to allocate the resourcesof the technology innovation project group more reasonable.
