In order to suppress the price of drugs, the government hasintroduced many control policies with only marginal success, people didn’t get much benefit fromthe decline of drug price. Instead, increasing health care burden and a phenomenon "can’t afford todisease, can’t afford to cure" has appeared.Since2009, China launched the urban and rural medical reform has been for four years,according to the survey report shows that the new medical reform achieved results are not obvious,of which nearly90%of them think that seeing a doctor is more expensive, from the reflection ofthe majority of the masses of the new health care reform effects not satisfied. Artificially high drugprices and increasingly prominent "seeing a doctor difficultly and expensively" phenomenon, it isrelative to the people’s livelihood, social stability and building a harmonious society has become ahot issue, and which makes it a heating issue catching eyeballs.This article from two aspects separately analyzes the present situation of China’s medicineprices. First, through investigation public hospitals’ income, the costs situation of outpatient andhospitalized patients, and the balance of financial revenue and expenditure, etc. in last decade.Though the price of medicines has been fallen repeatedly, a strange phenomenon of rising healthcare costs and rising average medical charge medical still appears. Which the medicine costshas accounted for a large part. Income from pharmaceuticals has become the main sources ofhospital financing, but it also the main sources to make up for loss of health care. Second, bycomparing and analyzing the medical prices of ten kinds of representative medicine. It can beseen that there are two questions in the current domestic pharmaceutical market:(1) genericdrugs are low prices;(2) New drugs, foreign pharmaceutical production of drugs and importeddrugs are significantly higher prices. The price of medical services undervalued、yield control、laxnew drugs approval system and independently-priced system、and the Concentrate BiddingPurchases of Medicines System and so on. These systems provide a reasonable and legitimacy for monopoly hospitals in the pharmaceutical retail market which purchase and sale of high-priceddrug. Specific game model is presented in this paper,.it mainly analyses the process of the drugcentralized bid procurement price alliance ACTS between pharmaceutical companies and theillegal regulations during the process of purchasing drugs by centralized bidding. Finally, it isconcluded that drug retail market of administrative monopoly and government control failurecauses distorted medical behaviors, which is the fundamental reason led to high medicine priceand to the burden of the masses of medical. The most critical points to solve the problem of falseprice of medicine and reduce medical burden of the masses are as follows. Firstly, it is to improvethe medical insurance payment mechanism and to let go of the price regulation gradually.Secondly, it is to remove the administrative monopoly status of public hospitals and to introducecompetition mechanism, which forces the public hospitals to make efforts to achieve abreakthrough and development towards modern enterprise system. At last, Set up the mechanismof the doctor’s personal reputation, remove labor contract of fixed and human relations,professional liberalization.
