Research On Public Policy Of Industry-university-institute Cooperation In China Based On The Synergy Theory

Industry-university-institute Cooperation originated from USA in1950s. Then the UK, France, Germany, Japan and other countries followed suit. This cooperation model not only contributed to the country and the region’s rapid economic development, but has promoted the rapid development of science and technology innovation. Every country’s Government attaches importance to Industry-university-institute Cooperation is the important force to promote the fast development of it, which promoted by related public policies. Industry-university-institute cooperation starts late in our country. The concept of "industry-university-institute cooperation" was formally put forward in the early1990s. But, the Chinese government always attaches great importance to Industry-university-institute cooperation, the public policy of macro mention industry-university-institute cooperation many times, which reflects the recognition of it, this also makes the production-study-research cooperation has achieved great success in our country. But what is undeniable is that due to the industry-university-institute cooperation in China starts late, related research is also relatively backward. With Synergy theory as the theoretical support, this paper investigates the main body of Industry-university-institute cooperation in Xinjiang Uygur autonomous region, then puts forward the integration of public policy recommendations.At first, this paper studied and analyzed the industry-university-institute cooperation both at home and abroad, it turns out that while Industry-university-institute cooperation developed rapidly in our country, but also has the very big disparity compared with developed countries. So we should strive to enhance the level of Industry-university-institute Cooperation. This paper argues that:in the Industry-university-institute Cooperation system, public policy is the control parameter, which influences the behavior of each main body of Industry-university-institute Cooperation and the change of order parameter. The most important Order parameter of the system is the resistance of the cooperation. So to make coordinated cooperation between various parameters of cooperative system of eventually set up stable and orderly structure, realize the self organization, it must rely on control parameter on the order parameter Public policy should do well in the following aspects of work. Actively building information platform Industry-university-institute Cooperation, enriching the industty-university-institute cooperation investment channels, perfecting risk investment of Industry-university-institute Cooperation mechanism, straightening out the decision of industry-university-institute cooperation coordination mechanism, perfecting the evaluation system of industry-university-institute cooperation, improve the intellectual property rights protection policy. In this paper, for the public policy of cooperative development of research to fill the blank.Thirdly, using field investigation to enrich the research material, Industry-university-institute cooperation before most of the research data collection are based on relevant documents and news reports, rarely to each cooperation subject field investigation, the puting forward the policy advice whether can really reflect the subject’s real intention is yet to be.
