Introduction:The exclusive sales management team construction is a strategic foundation project. It is the organizational base and power source for lifting the exclusive sales management work to a new level. Our Party in National Bureau and provincial bureau (company) clearly put forward the strategy of strengthening legalization, specialization and standardization of exclusive sales management team from the perspective of scientific management. It is an inevitable choice to further enhance the occupational quality and law enforcement quality of management staff. It is also the requirement for fully protecting the exclusive sales and constructing a good market order and production order. Applying the human resource theories into monopoly team management, this paper is aiming to enhance the exclusive sales team construction and provide a strong guarantee for the sustained and healthy development of tobacco industry.It’s been a long time that the tobacco industry lacks a careful study on the features of exclusive sales team and its influence on corporate performance. The tobacco industry simply adopted an extensive and laissez-faire style towards the management and development of exclusive sales team. The management style itself has many shortcomings, such as it only focus on the personnel management while neglecting both the capitalism of exclusive sales team and the mobility of exclusive sales member as an individual, its applications on the corporate performance, evaluation, motivation and regulation are merely in the planning phase, its awareness of reasonable mobility and completion among talents far from being enough, it fails to make full use of evaluation schemes to assess the achievement of excellent employees, so that a sound human resource system including the guarantee, investment and performance evaluation scheme of developing and managing personnel is still lacking in this field. Although the tobacco industry is on the way to reorganize its human resource development and management, their operators’ understanding and awareness on this issue are still unchanged, which is still personnel-management-oriented.Incentive inadequacy is currently the biggest problem in the monopoly industry. As for the tobacco industry, there are still significant differences in wages, salaries and other monetary incentives between tobacco industry and other private enterprises. The salary structure is not scientifically designed to connect the salary with personnel performance. In addition, the welfare of sales staff is also influenced by the benefit of the enterprise. Incentive inadequacy brings about a series of serious consequences, such as personnel outflow, low efficiency as the staff are not willing to work hard.Because of the complexity of education, age and social background of the exclusive sales staff, it is difficult to carry out the necessary supervision function in evaluation, supervision and promotion. The evaluation system is not scientific without a evaluation system, which can not enable it to be the base of the competition and motivation of sales staff, let alone to promote the human resource development. At present, ordinary exclusive sales team personnel has no other promotion channel except for being promoted as managers, which dampens the enthusiasm of personnel of monopoly. As a state-owned enterprise, the management positions are extremely limited, so for the vast majority of exclusive sales staff, there will be no chance of promotion at all. Great importance has been attached to human resources in the era of knowledge economy. The previous system attracting talents diminished because of the system reform in tobacco industry. Due to the outdated concept and system, there is a serious brain drain in tobacco industry. Its development is badly in need of operators, scientific and technological talents, and even the backbone of skilled workers are seriously lacking, while there’s serious human resource redundancy at other positions, which makes it difficult to implement the strategy of strengthening the enterprise by talents.The competition of modern enterprises, is actually the competition of talents. Therefore, to maintain a sustained and healthy development in the tobacco industry, we should effectively solve the problems existing in the management of exclusive sales team, and continuously improve the exclusive sales team management level. |
