Innovation has risen to the point of national strategic level. In attempt to makethe strategy of innovation driven development work andconstruct an innovativecountry, we must accelerating establish aninnovation system which see the enterpriseas the main body, market as theoriented, guiding and supporting the enterprise clusterinnovation elements. Enterprise is the main body of innovation and upgrading strategycannot do without the innovation of enterprises.There are many factors restrictingenterprise innovation, but the key factors to restrict are the innovation capital and theinnovative talent. This paper based on the perspective of enterprise level, try to pointto ther&d investment and human capital investment as a point of innovation input,research theincentive effects of government subsidies for the innovation factorsinputs.Basis theories of endogenous growth theory,scientific and technologicalinnovation theory, the public product theory and the exterior theory, this paperchoosinghuman resources input indicator andr&d input indicator as alternativeindicators of innovation elementsby the sample data of2010-2012listed companies inthe five plate.Choosing government subsidies as explanatory variable, and theasset-liability ratio, return on assets of enterprises, enterprise scale as control variables.After the descriptive statistics, the paper uses the method of empirical study bymultiple linear regression model.This paper analyzesthe incentive effect of enterpriseinnovation elements by the government direct subsidies and indirect subsidies, andresearched its hysteresis.Results show that (1) government direct subsidies andindirect subsidies are all have a positive incentive effect on the scale of innovationelements inputs,(2) government subsidies showed greater incentive effect on thenon-state-owned holding companies,(3) government subsidies has incentive effect onenterprise innovation element inputs,(4) the government subsidies for enterpriseinnovation inputs have a lag.
