A Study On Policies Of City And Countryside Integration In Huhhot

Abstract:In order to carry out the spirits of the eighteenth national congress of the communist party of China, its third plenary session of18and the development ideas of "8337" in Inner Mogolia, to balance urban and rural development, to facilitate the synchronous development of new industrialization, informatization, urbanization, and agricultural modernization, so as to form the pattern of city and countryside integration, Huhhot put forward the goal of first realizing the goal of city and countryside integration, and furthermore, specific policy measures have been made according to the present situation of the city, and much progress has been made in this regard. However, many problems exist in the implementing of these specific policies and they constitute bottlenecks and carriers for further development. Some of them are specifying the designing policy form the Central government, some leaders’ improper conception of policy implementation, breaking restrictions of the present policies, promoting countryside industry and the quality of farmers, to name just a few.To solve these problems and break these barriers, Huhhot should summarize successful experiences and analyze problems and drawbacks in implementing the policies of city and countryside integration. Efforts should be made to explore new route for the development of city and countryside integration so as to set an advantageous example and reference. Significance, guiding thought, main objectives and tasks, implementation steps, and supporting measures should be further defined.This study will focus on the policy boosting of Huhhot city and countryside integration. It has a feature of regionalism, particularity and regularity. Hopefully it can offer some beneficial references for other places promoting the development of city and countryside integration in terms of policy making and implementing.
