The Exploration And Practice Of Tax Professional Management

Tax source management is the core of the tax work. With the fast development ofeconomy and information technology in our country, profound changes have taken placein the size and structure of tax sources. And the traditional management mode trapped ina regulatory limbo. In2010, State Administration of Taxation put forwards the workidea of “transforming the mode of tax management, optimizing the process andadjusting the configuration of the institutions and human resources, pushing forward thespecialization and information management”. Jangsu State Tax Bureau living in aeconomically developed province began to take the lead in the exploration and practiceof tax sources management dominated by risk management and characterized bydelayering from the beginning of2010. Based on this background, I studied in thispaper.According to the theory of new public management and tax risk management. Thepaper began from the definition of state tax and tax professional management, made acomb of the changes of tax management mode and analyzed the necessity of theimplementation of tax professional management. I took an example from my actualwork in Dafeng County State Tax Bureau，summarizing practice methods, results, andexisting problems of the tax professional management. And connecting with the actualwork, I perfected the conception of tax professional management system frommaterialization, risk orientation, classification management, information support, highpointed team of the county bureau.
