The economic development changes rapidly at present, the development operation of the financial state of the industry often determines the development level of the society economy. Among them, as one of the main force of the financial industry, the village bank plays an important role in promoting the development of national economy and economic breakthrough. This trend can promote the rural economic development and ensure the town regional funds not outflowing; expand the coverage area of financial services. But because of the historical problems, village banks started late and now are facing many difficulties in business and daily operation due to the particularity of the environment. facing. As the first big agricultural province in China, the development of town bank in Heilongjiang Province is directly related to its economic development.The evaluation of the village and town bank efficiency in Heilongjiang province is not only directly reflect a reasonable degree of rural banks to its own resource allocation, but also reflect the effect of the current banking industry trying to reduce the input cost savings and at the same time strive for the maximum of output and income. It can objectively reflect the current situation of the development of village banks in Heilongjiang province and the existing problems. The article selects five areas including Harbin, Qiqihar, Mudanjiang, Daqing, Shuangyashan in Heilongjiang province, collects the data from2010to2012, uses DEA method to calculate and analyze the current situation of the development of village banks in Heilongjiang province from the aspects of comprehensive efficiency, pure technical efficiency, scale efficiency and cost efficiency. The study found that the comprehensive efficiency, cost efficiency and pure technical efficiency in Heilongjiang Province Rural Bank are increasing steadily, some individual banks show the decreasing trend of scale efficiency, but the overall developing trend of village banks in Heilongjiang Province is good. Different regions of village and town bank present the development imbalance, the efficiency of the village bank with longer operating hours is better than the just established ones. This paper continues to use further regression analysis the influence factors of the efficiency of village bank and found that the comprehensive efficiency of village bank is positively related to the structure of property rights, assets and capital adequacy ratio; the comprehensive efficiency of village bank is negatively related to the intermediate business income and the proportion of non-performing assets.So, Heilongjiang province village banks can use the method of optimizing the structure of property rights, strengthening risk control, constructing diversified loan pattern, expanding the asset scale, promoting intermediate business, providing different financial services and training to improve staff quality and make the reasonable property right structure, at the same time reducing the formation of non-performing assets, developing intermediary business, increasing capital adequacy ratio and expanding the scale of assets to improve the efficiency of village banks in Heilongjiang province.
