With the implementation of the western development strategy, pasturingareas of Inner Mongolia have speed up the pace of industrialization with itsrich underground mines and energy, and local GDP and fiscal revenue therehave been increased obviously in the short term. But this traditional industrialdevelopment pattern relying on the resources has triggered many negativeexternalities, thus affecting the sustainable development of grassland animalhusbandry.Taking Xilinhot City as an example,this paper studied the industrial andmining enterprises’ effects on grassland animal husbandry in pastoral areas,and found that the expenditure of the herdsmen on fodder and forage,veterinary medicine for epidemic prevention and labor force employment nearthe mining area were much more than the herdsmen’s input in no miningareas. In addition,animal product sales slightly reduced compared to otherregions because of the open-pit coal mine dust pollution on the herdsmen nearthe mining area,but the change of livestock population had no obvious effecton the industrial and mining enterprises. In the pasturing areas, industrial andmining enterprises occupied the grassland,damaged the steppe ecology andground vegetation,whose negative factors had serious impact on the landelements. As with the labor elements, the land expropriation compensation inthe industrial and mining enterprises facilitated the surplus labor forcemigration, sped up the population mobility as well as increased the cost oflabor force in pasturing areas.This paper proposed that in order to realize the coordinated developmentbetween the industrial and mining enterprises and the grassland animalhusbandry,the following policies were supposed to carry out, first of all, thegreen industrialized road should be developed by the industrial and miningenterprises in the pasturing areas, and the grassland ecological environmentmust be comprehensively treated; Secondly, the policy-related subsidy andencouragement were supposed to be optimized, and the herdsmen must be provided with stock raising subsidies and preferential policies; Thirdly, weshould deal with the industrialized impact on the three animal husbandry withthe concept of scientific development in pasturing areas; Finally, the industrialand mining enterprises ought to pay back the grassland animal husbandrywith capital, policies, talents, technology, finance etc.
