It has proposed that China needs a more efficient, fairer, moresustainable development at the Third Plenary Session of the18th CentralCommittee.However, the development of China is uncoordinated,unbalanced and unsustainable now. Therefore, we need a low-carbon modelof economic development. It must be more efficient, more equitable andmore sustainable. At present, the development of low-carbon economyshould not delay, otherwise we would make the global environment worsenand worsen.The global low carbon economy is not well developing now, sothe controlling of greenhouse gas is good for promoting the construction ofecological civilization and "Beautiful China". As an energy sourceautonomous, in Inner Mongolia there will be more problems than otherareas in the development of low carbon economy, such as irrationalindustrial structure, low energy efficiency, low technical level, and severeecological damage and so on. This is why Inner Mongolia needs to developthe low carbon economy. Inner Mongolia is rich in natural resources in thedevelopment of low carbon economy. Based on the efficient using of naturalresources, we can promote technological innovation, optimize the energystructure, adjust the industrial structure, develop clean energy, accelerate theconstruction of the ecological system, improve the relevant evaluation indexsystem and advocate low carbon life.By using methods of qualitative and quantitative, this paper analysesthe level of carbon economic development in Inner Mongolia. Drawinglessons about developing low carbon economy from the experience ofdeveloped regions, and according to the current state of development inInner Mongolia, I summarize the recommendations that are fit for Inner Mongolia in the process of developing low carbon economy.The paper can be divided into five parts. The first part describes theoverview of evaluation in the development of low carbon economy at homeand abroad. The necessities of developing low carbon economy in InnerMongolia are mentioned as well. The second part describes the definitionand the theoretical basis of low-carbon economy. The third part is aboutstatistical analysis of the scale of carbon emissions, the efficiency of carbonemissions, the structure of carbon emissions, the factors of carbon emissionsand so on. We get relevant statistics of Inner Mongolia, so that we cancompare these statistics with the average.The fourth part focuses on thedeveloping level of low carbon economy in Inner Mongolia in an empiricalway. Firstly I define the relevant principles. Secondly I build up theconstruction of evaluation index system of low-carbon economy. Fiveparts are included in the system. They are society, economy, energy,technology and the environment.20indicators will be picked from thesystem. To compare these20indicators in both horizontal and longitudinaldirection, by the method of comprehensive evaluation, I analyze the level oflow carbon economic development in Inner Mongolia. In the fifth part,according to the analysis of current situation about low carbon economicdevelopment in Inner Mongolia, finally, I find ways for a better developingof low carbon economy in Inner Mongolia.
