Jiangsu Farmer Training Subsidies In Performance Research

Jiangsu province is an agricultural big province, by the end of2012, the province has a population of nearly79.2million permanent and17million floating population, but the cultivated land is reduced to less than70million mu. In this context, continuously promoting the transformation and upgrading of Jiangsu province, the development of modern agriculture, vigorously implement the farmers training project, the central and local governments are also increasing financial input to the training of farmers, but whether this financial investment to achieve the desired effect, farmers training subsidies in the performance level, and what factors influence the performance level of the farmers’ training subsidies. To answer these questions, this article bases on the of field survey, through the DEA (data envelopment analysis (DEA) method) fiscal subsidy policy in Jiangsu province farmer training project for the performance of separately from three individual performance and overall performance evaluation of these two aspects to evaluation, and through the analysis of the questionnaire obtained affect fiscal subsidies in farmer training project performance level factors, in this paper, the following conclusions:first, farmer training subsidies in the overall efficiency of Jiangsu province presents good posture; Second, the subsidies in the Jiangsu province farmer training individual overall efficiency is higher, but in raising the degree of efficiency to be organized; Third, fiscal subsidy funds input and output in Jiangsu province farmer training structure remains to be optimized; Fourth, the supply of personal factors, family factors, and training farmers organization situation influenced the use efficiency of subsidies. On this basis, the paper further analyzes believed that in order to improve farmers’ subsidies in training project performance level, the training subsidy funds input and output structure should be optimized to improve the training subsidies comprehensive regulatory system, encourage farmers to join the association of farrner cooperative organization, improve the degree of farmers organization, strengthening the construction of a model household agricultural capacity as well as the need to strengthen training subsidy policy propaganda.
