Research On Tax Source Management Of HaiDong LocalTax In Qinghai Province Under The New Administration Mode

Since1994the implementation of tax reform, tax collection and administration in ourcountry has made considerable development, local tax revenue show rapid growth, but the taxmanagement still exist many weak links, the countless, false declaration, advancemanagement, tax management power is not enough, the problem is still severe, drain veryserious phenomenon of tax. Tax source management is the core and foundation of taxmanagement, tax management level affects the quality and efficiency of tax collection workdirectly. Study and strengthen tax administration to increase tax revenue, is of greatsignificance to improve quality, standardize tax environment and tax.This paper attempts to Haidong tax as an example, through the comparison researchmethod, field investigation, literature, systems analysis, to analyze and discuss how to taxauthorities in western regions to strengthen the management of Taxation, core content isdeeply discussed the theory related to the tax source management, empirical analysis of SeaEast Qinghai province tax revenue and tax structure, comparing the old and the new collectionand management mode, in Haidong land tax source management present situation, analyzesthe problems in tax management from administration model, tax environment, management,tax law enforcement, and learn from the advanced experience of domestic and foreign taxsource management, puts forward some countermeasures and suggestions to strengthen thetax source management, on how to construct the tax source management system effectively toexplore the methods, refined, scientific, professional management of tax source, for taxcollection and management services, to ensure sustained and healthy growth of tax revenue.The research results home and abroad, from the aspects of improving quality, improvethe ability to optimize the environment, actively explore the methods, promote Haidong landtax source management specialization, thus speeding up the effective solution to the taxsource management issues, to promote East China Sea Economic and social harmony andstable development to contribute, and provide a reference for future research in Westernsources management problems.
