As the life level gradualy improves,the wage level increases,the wage differencebetween technological labor and untechnological labor is gradualy larger. The problemwhich is the wage difference between technological labor and untechnological labor isalso the concerned problem by most persons nowadays, meanwhile it is also theimportant problem researched by most scholar.The paper researches the issue that theskill-biased technological advance is the vital reason which causes the wage differencefrom the aspect of technological spillovers on the basis of many researchs.The thesisreseach the impact of skill-biased technological change caused by the difference ofskilled heterogeneity on wages deeply with the help of technological spillovers hroughestablish the theoretical analysis model and empirical tests.Firstly, the paper inroduces the theory of technological spillovers,the skill biasedtechnology, and the difference of the skilled wage.The paper establishes a theoreticalanalysis model based on CES productive function, which is about the impact oftechnological advance on the wage level with the effect of technology spillover.Themodel illustrates technological spillovers of different skilled occupations are different, sothat the impact of skill-biased technological change caused by the difference of skilledheterogeneity on wages is different. In the empirical study, the paper proves that theimpact of skill-biased technological change on the higher skilled labor wage is lagerthough the static and dynamic tests. In the static tests,the paper applys the year of2009in the CHNS data by the method of quantile regression.It proves that the tecnologicalspillovers of different skilled occupations are different, so that the impact of skill-biasedtechnological change caused by the difference of skilled heterogeneity on wages isdifferent. The conclusion is that with the tecnological spillovers of the higher skilledlabor is lager, the impact of skill-biased technological change on wages is lager. In thedynamic empirical tests, the paper apllys panel data of CHNS from1989to2009addedeight stages. Firstly, the dynamic change of the relationship between the skilled biasedtecnology change and wage reflects the wage gap between the skilled labor and unskilledlabor is lager.In conclusion,the skilled biased technological change help the wage ofskilled labor improves, and the gap between the skilled labor and unskilled labor islager.In a word, The article proposes some polices and suggestions how to develop technological spillovers effect to improve the technology of the skilled and unskilledlabor and improve inequality of wages according to the verified conclusion.
