Economic Responsibility Auditing Of Public Transportation Institution Executed By Internal Auditing Department

Economic responsibility auditing of public institutions here is refers to audit procedures performed by internal auditing department in public institutions. According to related laws, regulations and policies, these audit procedures are aiming at investigating the leader’s economic responsibility of the public institution or department during one’s leadership.Firstly, this paper clarifies domestic research status of economic responsibility auditing. Secondly, the author clearly states the definition, features of internal, significant points and main procedures when the internal auditing department performing economic responsibility auditing in public institutions. Thirdly, combined with specific case of A public transportation institution, the paper expounds the current auditing situation, auditing procedures, auditing method of A public transportation. What’s more, the author clearly points out the difficulties internal auditing department meet when conducting economic responsibility audit, such as weak internal environment, lack of system construction, vulnerable independence and low personnel quality. To solve these problems, the author put forward some suggestions. For example, reasonable allocation of resources is order to improve internal environment; supervision mechanism of audit projects, post separation system of quality control, internal investigation and publicity is included to construct systems; operations manual is helpful to enhance independence; skills training is to arm professional auditors. At last, the author thinks deeply on how to improve the auditing quality of the whole public transportation institutions.
