| Under the background of the funding difficulties for small and micro enterprises, the insurance mechanism to introduce small micro-enterprise loans has important practical significance.2009Ningbo City made first trial of the microfinance guarantee insurance in countrywide. That move created small micro-enterprise financing model collaboration by the lending banks, insurance companies and governments. After inspecting and learning from Ningbo mode, Bengbu started pilot for small loan insurance in2012.Firstly, this treatise will study the guarantee insurance theory; in addition, analyze the causes and development of guarantee insurance. Then base on comparison between Bengbu and Ningbo in small loans guarantee insurance, this treatise will point that the moral hazard and risk-sharing inequality constraints are the major obstacles in small credit insurance, in addition taking Game analysis tools to further analysis and appraisal. Finally, according to these problems respectively, this treatise will put forward opinions and suggestions from the front to lend to strengthen comprehensive credit review, strengthen information exchange and process supervision loans and found dishonesty disciplinary mechanism, in order to promote the development of small loans guarantee insurance in Bengbu. |
