The State Council issued the "energy conservation and emissions reduction thetwelfth five-year plan" in August2012, which refers to the energy restructuringobjectives. China’s resource conditions which are "rich in coal, less gas, lack of oil,"determine the energy structure is coal-based. In order to reduce carbon emissions andachieve low-carbon development, we need to rely on the power of technology toadjust the energy structure, while China’s current technological progress is mainlyembodied style. Therefore, this paper uses two methods measured the level of theembodied technological change in the national and regional levels separately, thendiscuss the mechanism of the embodied technological change on the energy structureincluding energy consumption intensity, the industrial structure and other factors, andon the basis of econometric models in this constructed, we validate the role of therelationship between the two from different regions, different levels of energystructure.By feasible generalized least squares (FGLS), quantile regression (QR)regression results, regardless of the eastern Midwest or the whole country, theembodied technological change, industrial structure and the scale of investment canreduce energy structure. However, due to the differences in different parts of thelevel of economic development, technology investment scale and distribution ofresources, the extent of reducing energy structure is different. The eastern region dueto rapid economic development, the introduction of capital equipment and investmentahead of other regions, the impact of technological advances included in capitalequipment on the structure of energy bigger than the Midwest. But in the same area,the impact of the embodied technological change on the type of high energy structuregroup is larger, low-energy structure of the group due to further reduce the spacesmaller, the embodied technological change on the effect of the structure is alsosmaller. Energy consumption intensity for different levels of energy structure has asignificant positive effect on the role of promote is more intense in the greater energystructure region. Economic growth in the high-energy structure promotes theconsumption of coal. coal consumption is reduced or suppressed at low energystructure. The extent of the impact of industrialization on the high group of energystructure is large than the low group of energy structure. The impact of urbanization is larger on the high-energy structure and even reverse; the impact of investment isgreater on the high-energy structure than the low-energy structure, and the low energystructure may be positive effect on some of the groups. Finally, we recommend theimprovement of the energy structure based on empirical analysis conclusion in theMidwest regional and national levels three different dimensions.
