It happens to be the100th anniversary of the outbreak of the World War I this year. This essay tries to smoothen the historic background of Keynes and his state activities in the context of The Economic Consequences of the Peace, for which Keynes was famous, by deep into its text and ideas, and by straightening out the debate and influences. The general line of this essay is as follows:first, to reveal Keynes’s turn to the economic practice, which is the core of the book. It was the economic cause of the World War Ⅰ, it was also the origin of the contract and its economic consequences. Then, see through Keynes’s perspective on war and peace by taping and sorting out his vision of Human Nature. Further on, to view the policy proposal in the The Economic Consequences of the Peace as the application of his vision of Human Nature and economic thoughts, that is, to manage the human nature and economy in a society of material deprivation. In the end, to come to the conclusion that manage the human nature and depend on the Hegemony are the main idea of Keynes’s policy proposal. This conclusion will be verified from the history between the two world wars.Ch.l depicts a special time----Modern time, one in which we live but we don’t really know. It is a "a Affluent Society" that is prosperous, progressive, and forward to supreme good, but at the same time, it implies and breeds so many contradictions, conflicts and so much instability. And then this chapter introduces the corresponding reality from view of Keynes, especially His associates with the first world war as well as the Paris peace conference.Ch.2, In the context of international relations, clarify and molding the chain of thoughts. Sec.1response to past research, and follow the first chapter, to reveal Keynes’s turn to the economic practice.Sec.2-3, began with the relationship between human nature and war, and bring in two kinds viewpoints of human nature, and to mark and emphatically introduces the Keynesian view of human nature. See Keynes’s view of human nature in the book time under the society of privation as a application--Human Nature Guidance and Hegemony. And then enrich Keynes logic by comparing the tribute for the philosophy-king and the evaluation of the League of Nations; The modern transition of leadership dilemma is one of the important reason for the Peace tragedy.
