The electric power is necessary and important for the national lives and social-economic development as material insurance. To a great extent, the high-speed development of society is based on the efficient pattern of electric power. Recently, many problems have appeared despite high-speed development on electric power in China. Especially, the problems of efficiency and pollution from coal-fired power are outstanding. The coal-fired power will be the main pattern of power generating for a long time. Since the12th Five-Year Plan was convoked, more attentions have been taken on the coal-fired power, and the energy conservation and emission reduction must be carried out efficiently and rapidly.This paper is based on the program of "Thermal power industry climate friendly environmental management pilot study". The mechanism of power generation is studied in detail by collecting data and analyzing the material flow and energy consumption. Furthermore, an index system is established from four aspects.They are electric consumption, coal consumption, water consumption, and pollution emission. They are divided into more sub-criteria to set an integrated index system.The proposed index system of energy conservation and emission reduction is applied to a thermal power plant in Tianjin. An assessment is conducted by using fuzzy comprehensive evaluation approach. A queuing-theory-based interval two-stage programming model was developed to been applied into the coal-fired power plant energy systems. A optimal programming was obtained.The study could be used for coal-fired power plant energy management from the whole and the part.
