In recent years, the rapid development of Zhengzhou’s exhibition economy has driven the continuous demand for the quantity and quality of the talent.In the meantime, the development of the exhibition industry needs a large number of professional and technical personnel, creative talents and management talents. Exhibition enterprises should form the management atmosphere through strategic management within the organization, not only to improve the consistency of employee behavior and psychology, but to improve the influence of the organization for staff management. This paper,combining with the Zhengzhou exhibition enterprise, is based on the investigation of the exhibition company analysis. Methods employed include documentation and comparative analysis together with field investigation. In the paper, I analysis the existing problem of the management and development for human resources in Zhengzhou exhibition industry and focus on the relationship of the management and development.I put forward to some suggestions and measures for improvement of the aspect of position analysis, ability development and promotion, performance evaluation and salary management model. This paper is divided into five parts:In the first part, based on the social exchange theory and enterprise life cycle theory and from the view of strategic human resource management content and process, I analyze the allocation of human resources of Zhengzhou exhibition industry. In the enterprises needed the development and management of human resource management, According to the different stage of enterprise development,I find the commonness and characteristics and put forward the existing problems. I suggest that we should use the competency model in the employment of human resources management and find the suitable methods for employment by using theory of game. When the allocation of resources and organizational relationships interact each other, I analyze with the view of contingency perspective in order to find the suitable organizational relationshipIn the second part, combined with the situation of human resources development in Zhengzhou exhibition company, the paper analyze the human resource management in the company developed at various stages with the life cycle theory. The paper propose that we should apply the competency model to the human resource allocation and find the suitable approach of allocation with the view of game theory. Last the proposal is that describe and analyze the organization relationship of human resource with the perspective of contingency.In the third part, according to the investigation hold in the exhibition company of Zhengzhou,there are some aspects of problems existing now, such as the lack of policy, capital support and guidance,the lack of professional human resource department for the employee, the lack of a better culture for enterprise. For these problems, the paper offer some suggestions in order to improve the work for the competence with the strategy.In the fourth part, concerns the development and management of human resource in the exhibition industry in the Germany and United States, trying to find out some useful advice which can help us to develop our exhibition human resource training work, by combining it with the actual situation of the exhibition human resource development in Zhengzhou, some specific suggestions for the exhibition talent development in our country are reached.In the last part according to the significant problems with the social exchange theory by refining and summarizing the practical experience of the human resources development and management. We should take the measures with the idea of people to promote the capacity,360degree assessment method applied to the performance evaluation and Salary management model based on Competency, in order to provide more ideas for the Zhengzhou exhibition industry human resources development and management.
