In recent years, Anyang has implemented the strategy of "Bringing Prosperity to the People, Enhancing the City Strength and Achieving Excellency", and promoted the development of a regional powerhouse in the Central Plains Economic Zone. As a result, its industrialization and urbanization have been accelerated, the market-oriented economic system improved and reform of state-owned enterprises deepened.Against this backdrop and because of macro-economic control, like their counterparts in other parts of the country, more and more Anyang people found employment in other regions and therefore need transfer of pension accounts.In order to meet this need, in the end of December,2009, the State Council issued the Provisional Measure on Transferring Basic Pension Accounts for Enterprises Employees in Urban Areas. Then, based on its condition, Henan issued the Circular on Issuing the Provisional Measure on Transferring Basic Pension Accounts for Enterprises Employees in Urban Areas of Henan Province by the Provincial Department of Human Resources and Social Security and the Provincial Department of Finance. These two documents serve as a policy base for and make possible the transfer of pension accounts of employees in Anyang and ease the tension of it. However, these two documents are just provisional measures, can’t solve the problem from the roots.Through survey and research, this essay identified problems in the transfer of pension accounts of employees in Anyang:1, defects in policy design of the new transfer policy;2, poor coordination of the new and old transfer policies;3, different implementations of social security agencies in different regions;4, restriction posed by the social security information system;5, delivery of information forms.By comprehensively applying theories of social fairness and public policy implementation, this essay pointed out reasons for the aforementioned problems:1, poor coordination of basic pension accounts for employees;2, fragment of pension account system;3, lagging behind of laws and policies concerning the pension account;4, interest factors affecting the transfer;5, absence of nation-wide information system for social insurance;6, the existing household registration system. Based on the experience of the transfer of pension accounts in other countries and China’s conditions, this essay presented some opinions and measures for the resolution of problems existing in the transfer of pension accounts for enterprises employees in urban areas of Anyang.
