| In the era of knowledge economy, the decisive factor of the enterprise’s core competitiveness andsustainable development capacity has gradually become human capital instead of financial capital. As thecarrier of knowledge, technology and intelligence, human resource is playing a more and more importantrole in the survival and development of enterprises. Therefore, enterprises must attach great attention to therational development and utilization of human resources, measuring the cost and value of human resourceaccurately. The21st century has seen the rapid development of commercial bank in China. As the corecompetitiveness of commercial banks, human resource has draw widely attention from the public. In orderto have better arrangement of commercial bank human resource and let the investors have morecomprehensive understanding, it is necessary to bring human resource into the accounting system ofcommercial banks.Therefore, this thesis takes commercial banks as an example, trying to form the humanresource accounting system.First of all, this thesis describes the feature of clear structure and high quality, confirming that theadvantage of greater investment, sounder human resource management and relatively perfect performanceassessment is helpful for the implement of human resource accounting. Meanwhile, this paper analyzes thenecessary of implementing human resource accounting from the aspects of meeting the needs ofinformation user, strengthening the management of human resource and reflecting the bank’s financialstatus. Secondly, coming up with the basic assumption of the needing of implementing human resourceaccounting, briefly introducing the methods of the confirmation, record, measurement and report, this paperhas build the system of human resource accounting. The problem of human resource value measurementhas not been solved, which directly affects the promotion and application of human resource accounting.This paper determined the suitable human resource value measurement model for the banks, choosing thecurrent value measurement model as a basis and making appropriate adjustment to the model according tothe accounting system of commercial banks. At last, this paper choose XX bank as an example, introducesthe specific implementation methods of human resource accounting, calculating XX bank’s human resourcevalue through the current value measurement model in2012, uses it in the adjusted balance sheet as a long-term assets of banks. The calculated individual value of human resource can be used as the basis ofpersonnel selection, appointment and dismissal of staff and other management activities for the banks. Thisexample has provided certain advices for the disclosure of human resource information. The disclosure ofthe adjusted balance sheet and notes is conductive to the understanding of human resource information forexternal information users, thus helping building confidence for the investors by knowing the competitioncapacity and sustainability of the bank. The disclosure of human resource cost changes will help themanagement and human resource department get a general understanding.Through the analysis of this paper, it is easy to find that the total asset of the bank calculated byhuman resource accounting in2012is higher than the result from traditional accounting methods. The newmeasurement has included the originally negligible human resource in the financial statements throughcertain measurement methods. In this way, the concept of “people-oriented†and the appreciation of talentpersonnel of enterprises has been better reflected, promoting information disclosure, attract investment andtalent to a certain extent. |
