Most of China’s rural financial development shows lag, already became restrict our country rural economics development important factors. China’s rural financial difficulties, has been restricting the rural economy of our country and development are the most important factors, and secured and unsecured loans to China’s rural areas the main reason. Despite China’s financial institutions have launched a farmer is small credit and farmer households UNPROFOR loan, however, is very difficult to meet the demand of our country broad farmer. On one hand our country farmer is generally contracted land, because land belongs to the collective was our country limits and mortgage, has become the " sleep of capital"; on the other hand, our country broad farmer because there is no suitable property mortgage, often get the loan.Although our country farmer is generally based on the collective land property rights are subject to the limit and lead to " stillborn ", however, China’s market value and commercial nature is real.Form with this bright contrast, our country city industrial land, commercial land and many city residents of housing mortgage loan has been developed to a very mature period. Therefore, in view of our country countryside mortgage and property involved in research, will further expand the financing channel, thereby optimizing the Chinese peasants’ entrepreneurship policy environment, and promoting our country farmer do poineering work and income increase, also promoted the process of urban-rural integration in china.This paper mainly studied the popular rural property mortgage problems, by reviewing researches as well as an introduction to the basic theory, think current situation of China rural property mortgage loans is very necessary, one is the development of rural financial needs and to enhance the farmers’ mortgage ability need, but also the rural credit guarantee system need to. Then based on the Chengdu the investigations of100peasant households of farmers, financing, financing channel and rural property mortgage loan current situation undertook an analysis, found that although the Chengdu City has issued a lot of supporting rural property mortgage policy, but did not significantly improve the farmer at present financing difficulties, not only in the financing cost, also reflected in the financing channels of choice for. Finally, this paper put forward the further development of China’s rural property rights mortgage system design, from further improve relevant laws and regulations, perfect countryside social security system perfect the agriculture insurance, increase a government to support strength, perfect property right and property right registration and transfer market and so on several aspects of accelerating China’s Rural property mortgage loan.
