With the rapid growth and constant expansion of expressways in China, the demand for expressway service area is also increasing. A number of questions are worth studying such as how expressway service areas could go hand in hand with expressway development, how they could meet the multi-level needs of users, how to deal with the relationships between service area property development and local economy development, how to select appropriate project and design developing procedure of service area as well as how to realize the maximization of local resource in expressway service areas.Taking the research methods of "from specific to general", the combination of empirical and theoretical research as well as quantitative and qualitative analysis, this paper first proposes that service area of expressway should meet the demand of increasing building of expressway. Second, this thesis analyzes the current status of expressway development in Sichuan province. Third, we compare several important modes of developing service areas of expressway. Fourth, relying on theories on balanced scorecard, a set of option index for expressway service area has been set up. Finally, implications and suggestions are put forward in the last section. This article proceeds along the line of "status analysis-problem summary-solution package-mode analysis-suggestions", and six chapters are introduced as follows:Chapter One introduces the research background, significance, purpose and methodology. The current status of domestic and overseas research on expressway service area is summarized on resources and data collections.Chapter Two aims at studying expressway service area in Sichuan and point out existing problems and lay the foundation for following suggestions and solutions.Chapter Three proposes to use solve the problems raised in Chapter Two from the perspective of property development. Then this chapter studies the chronological development of the industry and constructs the program to develop industry. It has been divided into several phases and each phase is corresponding to corresponding to specific industry projects.Chapter Four compares several modes that combines property development service areas in Sichuan province. Meanwhile, the process of combing industry to expressway service area is also a process of integrating with the local economy.Chapter Five constructs a quantitative index system based on variation coefficient to better evaluate and select the operating mode of service area. The main evaluation results indicate that:1) when the service capacity is high and traffic flow is influential, businesses with big size can choose self-managed mode;2) when the service capacity is weak and risk is high, the companies with strong anti-risk ability can choose self-managed mode, otherwise co-operation and outsourcing is beneficial to reduce risk;3) when policy is favorable and local characteristics are potent, business should choose operating mode compatible with local economy development; the companies with weak ability can choose to rely on big contracts with big firms, or co-operate with partly projects to gam benefits.Chapter Six puts forwards several suggestions suitable for highway service area construction in Sichuan area:1) reasonable planning and standard construction;!) promoting diversified management3) lifting service quality of service area and promoting sustainable development of service area.
