The electric power industry is the basic industry of national economicdevelopment, is supporting the social economic development and the important force topromote the progress of human civilization. Characteristics of China’s resourceendowments determine the thermal power will be dominant, while power will producesulfur dioxide, carbon dioxide and nitrogen oxides and other pollutants in the productionprocess. Large amounts of carbon dioxide emissions contributing to the greenhouse effect,causing rising sea levels; Nitrogen oxides emissions lead to the emergence of the hole inthe ozone layer; Emissions of sulfur dioxide, acid rain, destruction of a large amount ofvegetation plants. So measure the environmental efficiency of the power sector and toanalyze the regional differences to promote energy conservation, improve theenvironment is of great significance.This paper mainly analyzes the Chinese thermal power industry environmentalefficiency, regional differences in environmental efficiency, on the basis of analysisof influence factors, By combining the entropy weight and DEA method, we constructeda new non radial DEA model, that is E-SBM model, on this basis, we putthe CO2, SO2and NOX as undesirable output into the evaluation index system, usingthe2004-2011data of China’s30provinces(except Tibet autonomous region) the staticand dynamic calculation of thermal power industry environmental efficiency, draw theconclusion, in the different area environmental efficiency showed markedly different.The annual environmental efficiency fluctuation levels tended to increase, and comparethe eastern, central, western area and environmental efficiency change the overalltrend. And then using Tobit regression analysis to measure the efficiencyof the environment factors and their influencing degree: results show that: there is apositive role in the region’s GDP to improve environmental efficiency; technologyprogress can improve the environmental efficiency, improve coal combustionefficiency of environmental efficiency has positive role, while the population density andthe opening extent of the environmental efficiency to improve the negative effect, Basedon the above conclusions, This paper puts forward some suggestions about improvingthe environmental efficiency of thermal power industry.
