The Study On Strategies And Process Of The Achievement Of Common Prosperity In Current China-from The Perspective Of Fairness And Efficiency

Common prosperity is the essential characteristics of socialism. To keep modernChina in the path of building socialism with Chinese characteristics, we mustunswervingly adhere to the principle of common prosperity.From the establishment of the People’s Republic of China to the Third PlenarySession, for the over30years, people have made arduous explorations in the path ofsocialism fit for China under the leadership of the party. Despite of highlighting socialjustice, the problems such as equalitarianism, inefficiency and slowdown productivityhave led to poverty altogether. Since the reform and opening-up, we have graduallysought out a social development path adapted for China and made great achievementsin economy and society. However, the gap between the rich and the poor hasgradually been widened. The fact has shown that, the growing inequality of wealthwould cause social diverse issues which damages fairness and inhibits efficiency.Thus the society cannot operate positively and develop consistently. The party andgovernment have paid great attention to the problems and taken various measures todeal with it. But we still have to admit that the gap between the rich and the poor isthat big and also is a threat to socialism development if we don’t take strongmeasures.Through deep analysis on common prosperity, we can conclude that commonprosperity is the essential characteristics of socialism and the basic goal of buildingand developing socialism. It is a specific and dynamic historical process in realizingcommon prosperity. fairness and efficiency are reflected in the basic connotation ofcommon prosperity. In fact, it requires both social fairness and improving efficiency,which is also the material basis to common prosperity. We can tell from the history onthe development of modern China that, our party leaders have paid attention tofairness and efficiency in guiding people to achieve common prosperity. It has beendemonstrated that ignorance of efficiency and social productivity would lead topoverty; ignorance of fairness, social out-of balance. Neither deficiency would causethe realization of common prosperity. Therefore, properly handling fairness andefficiency is the key to realizing common prosperity.In regard to fairness and efficiency, and how to deal with the relationship in thepursuit of common prosperity in modern China, the academic community holds different views. On the basis of analyzing these perspectives, this paper concludes thatthe Marxism on fairness and efficiency which theory we must adhere to.Basing on the outlook of fairness and efficiency, this paper studies the practiceand theory of realizing common prosperity since the foundation of our state under theleadership of party, and has concluded related experience and lessons. Combined withthe situation of modern China, especially the existed inequality of wealth, it alsodiscusses the specific measures to narrow this gap and realize common prosperitythat is to firmly rely on the dialectical unity of fairness and efficiency so that thesystem and political choice of common prosperity could be achieved. In institution,we must adhere to the basic economic system and the distribution system in theprimary stage of socialism, so as to deepen the reform on the socialist marketeconomy and political system, and to establish a comprehensive legal protectionsystem; In policy, we must strongly enhance the reform on income distribution andstate-owned monopoly enterprise, as to improve the social security system, etc.
