Regional headquarters of multinational corporations have developed inShanghai for more than10years. Owing to the unique organization, capitalcontrol, personnel management which is superior to common branches infunction and social status, regional headquarters are playing more outstandingrole in city development and economic construction.After the academic and practical research of multinational corporations’regional headquarters, the author found they were continuously exploring theirnew courses, looking forward to the upgrade of government administration. Thisthesis proposed that Shanghai government adjust its guiding policies for regionalheadquarters of multinational corporations, on the basis of10-year developingachievements and experiences, which not only encourages and guides regionalheadquarters, but innovates its own management and services. Regulation OfShanghai Municipal Government Encouraging Locating Regional HeadquartersBy Multinational Corporations were published again by Shanghai government on Dec.19th,2011. The regulation indicated the government policy upgradedfrom encouragement dominant to service dominant. The innovation ofmanagement is supposed to be more positive, making breakthrough in services,establishing an priority platform of soft circumstance in commercial supervisionfor regional headquarters in Shanghai, so as to lay a solid foundation for theoptimized management.The research indicated that the current policy for regional headquarters ofmultinational corporations inclined to encouragement, strengthening economicbenefits produced by those organizations, and overlooking the management.Therefore, it is hanging over the government’s head to reinforce the supervisionof those regional headquarters, innovate the management, and keep themdeveloping harmoniously and sustainably. Most theses on regional headquartersof multinational corporations focus on encouragement and stimulation policies.However, the innovation management of those organizations are rarely proposed.Therefore, the point of elevating the operating environment of thoseheadquarters is state of the art. The author read lots of documents on recenttheoretical studies, concluding current developing status and challenges of thoseheadquarters in Shanghai based on abundant statistical data, and selected thestimulation and supervision policies implemented in Singapore, Taiwan andHong Kong to do the comparison and analysis. Combining with current situationand borrowing from other cities’ experience, the thesis indicated that Shanghaimunicipal government played an positive role in promoting their development and supervising their operation, investigating updated policies and regulations ofthose headquarters from Shanghai Custom, Foreign Exchange, Entry-ExitInspection and Quarantine, Tax, Finance departments, and putting forward areasonable suggestion on innovation management to upgrade the operationenvironment of regional headquarters of multinational corporations in Shanghai.The thesis indicated that Shanghai municipal government worked on policymaking and execution to promote the harmonious development of headquarters’economy. On the basis of the deep analysis of those headquarters developingsituation in Shanghai, the author proposed the necessity of reinforcinggovernment service and stimulation function and predicted the challengeShanghai would encounter through information collection, systematicconclusion and analysis. Abundant investigation and conclusion of managementpolicies made by different government departments for regional headquartersshowed that Shanghai municipal government committed itself on promoting theharmonious and orderly development of regional headquarters. This thesisinnovated management method of regional headquarters of multinationalcorporations, presenting suggestions and proposition of improving theiroperation environment in strengthening supervision and management on thebasis of stable development, stimulation policies and rewarding achievements.
