With the increase of fiscal revenue of local government at all levels in ourcountry,how to make good use of these funds with quality and efficient financialperformance has close relationship of the project,although around the variousmeasures,measures to strengthen the supervision of financial capital,but it is stilla lack of a set of complete and scientific to finance specific project managementbenefit evaluation standards,evaluation results is also a lack of specification and isalso one form the root of corruption problems. Tongxiang in this paper,theperformance management comprehensive acceptance of the project as anexample,using the case of tongxiang analysis problems of fiscal expenditureperformance evaluation according to the project,through systematic and theoreticalresearch,to explore China’s financial development planning objectives,projectperformance evaluation system to promote the establishment and development offiscal expenditure performance evaluation system,to guide and standardize themanagement of fiscal expenditure,improve the efficiency of the use of fiscalfunds,strengthen the consciousness of the budget and finalaccounts,management,performance.Starting from introductions on the background of performance management andassessment, the significance and approaches on the analysis, this thesis covers recentprogress on the theories regarding Performance Management and Assessment ofFiscal Expenditure Programs. Referencing the status quo of the performanceasessment in Tongxiang, the thesis also identifies the issues and root causes of thecurrent practice and makes proposals on specifics measures for improvementincluding the process and the application of results from these assessments, coveringthe entire process of pre-, on going and post-program. Based upon an analysis on theexisting KPIs, a proposal for optimization is also made in the paper includingsupplementation on the basic KPIs, adjustment on the production KPIs, andimprovement of profit KPIs. The necessity of combining the public KPIs andindividual KPIs is also highlighted in the paper in terms of increasing the weight ofindividual KPIs so as to enhance the comprehensiveness and equitability ofassessments. At the end of the paper, the paper analyzes the significance of optimizing the current KPI system, as well as the obstacles, difficulties, etc. Aspecific optimization plan is also presented with a practical analysis based upon theprinciples of Customize based on the Fact and Truth, in the hope of laying a solidfoundation for furthe improvement of the Performance Management and Assessmentin the future.The innovation of this paper are two aspects to the actual case as samples,combined with local conditions Tongxiang, the rational design of indicators wereanalyzed to evaluate the performance of the balanced scorecard and the theory ofpublic participation as a perfect Tongxiang theoretical basis for municipal financeproject performance evaluation index system, improve Tongxiang expenditureproject performance evaluation system, provide a good basis for the developmentexpenditure of project performance. The second is for the progress of our financialperformance evaluation stage, the proposed specific criteria for performanceevaluation, the evaluation is about combining quantitative and qualitative indicators,combined with combined with evaluation and supervision afterwards and capabilitiesand development needs in advance, and from business, finance, the public, toimprove the design of the four dimensions of the index system, the implementationof a full range of performance evaluation of project finance expenditures.
