Study On The Rural Surplus Labor Transfer Problem In Hebei Province

In our country, the problem of agriculture, countryside, peasant’s grim reality andextreme key has been highlighted, building modern agriculture, prospering rural economy,and increasing the income of farmers, is the important task of building a harmonioussociety. To solve the "three rural" problems in the process, the smooth transfer of ruralsurplus labor is the key. The main sticking point problem in rural areas of Hebei provincelies in the agricultural overpopulation, farmers employment, and income does not havingsafeguard. The fundamental way out is only to reduce the number of agriculturalpopulation, the transfer of rural surplus labor, and to reduce the load rate of naturalresources in rural areas. Therefore, this article analyzes the present situation,characteristics and problems of rural surplus labor transfer in Hebei Province, using graycorrelation analysis of factors influencing the sort, to conduct a comprehensive anddetailed study on the transfer of rural surplus labor in Hebei Province, hoping to providecountermeasures and suggestions for the rural surplus labor in Hebei Province reasonably.Firstly, this paper elaborates on the rural surplus labor theory, including the definitionof related concepts, and introduces the theory of classical analysis, transfer mode ofsurplus rural labor at home and abroad.Secondly, this paper analyzes the transfer of rural surplus labor in Hebei province andthe status of the remaining number, from the transfer process, employment status, transfercharacteristics and transfer problems are analyzed in detail, using two methods to calculatethe number of rural surplus labor in Hebei Province, and using regression analysis topredict the next ten years the number of remaining.Again, this paper analyzes the factors affecting the transfer of rural surplus labor inHebei Province. The influencing factors includes five perspectives, economy, labor andtechnology, social and system, using the principal component analysis method to calculatethe system factors, then using the gray relational degree to analyze the sorting of theinfluencing factors.Finally, according to the above analysis, from the economic level, labor levels, rural science and technology level, social level and system level, put forward the countermeasures to solve the transfer of rural surplus labor in Hebei Province, and promote thereasonable transfer of rural surplus labor force in Hebei province.
