Tax is the main source of government revenue, which is also an importantmacro-control mean of guiding the allocation of resources and promoting economicdevelopment. Protection of the national tax revenue is one of the key works of taxcollection and administration. Due to the profit-driven nature of the economy behavior, theconcept of tax avoidance was born together with the concept of tax. From theanti-avoidance perspective, the analysis of tax avoidance behavior has a very importanttheoretical and practical significance. For a long time, the turnover tax and income taxhave been the two main components of China’s tax system. The two types of taxes areboth independent and interrelated, and they are constantly developing and improving inthe reform process. As a major part of turnover tax, value added tax is undergoing a seriesof reforms. In2009, the implementation of the transformation of value-added tax policy isone of the important measures of structural tax cuts. This policy has far-reaching influence,which will have a direct impact on the value added tax itself, as well as an indirect impacton enterprise income tax. Based on the research of the VAT transformation policy andenterprise income tax avoidance behavior, this paper is trying to analysis the influencefactors of enterprise income tax avoidance and the moderating effect of value-added taxtransformation policy.The paper selects listed companies in Shanghai and Shenzhen in2005-2011as asample, which is set for the data screening, descriptive statistical analysis, regressionanalysis and moderating effects analysis in order to verify the hypothesis from theempirical point of view.The research shows that factors such as enterprise size and profitability have apositive correlation with the income tax avoidance behavior, while the debt level and fixedcapital ratio has a negative correlation. Under its moderating effect of VAT transformation,the fixed capital ratio’s influence is more significant.
