Twenty-first Century is the century of global general aging of population, aseries of social problems caused by the aging of population has become a greatchallenge to all the countries in the world. American in the last century70’s to take thefirst commercial long-term care insurance system, then Germany, Japan have developedtheir own national conditions and long-term care insurance system, an important meansfor the long-term care insurance system has become the world to deal with the agingpopulation problem.In this paper, by using the analysis framework of "social security three system".Related to the concept of long term care insurance definition, used the method ofliterature research analysis of domestic and overseas relevant research, then analyzesthe experience and effect of long term care insurance system in typical countries, aswell as the current problems, so as to get the reference significance to ourcountry enlightenment. Then combined with the situation of our country and analyzesthe necessity of analysis and feasibility of the establishment of long-term care insurancesystem, and from the aspects of analysis, the constraints related to the currentsocial environment. And then in the analysis framework, content system, for ourlong-term care insurance system structure, hierarchical system are specific ideas.Including the system mode selection, project construction, coverage, the relationshipbetween power and responsibility, pay attention to the coordinated developmentof multi levels, and the relevant supporting measures to construct, so as to give up ourlong-term care insurance system and countermeasures and suggestions of integrity.The conclusions of this paper are as follows: China entered the aging time is late,but the speed of development too fast, and characterized by the "old before getting rich"and "not prepared to old". But the traditional old-age nursing culture, medical costsrising, nursing industry unsound factors, make more emphasis on the aging of thepopulation negative influence on China’s social development. Therefore, to constructour long-term care insurance system has been imminent. And the construction of system should be based on the three systems are constructed as the main body, the change anddevelopment of the three system determines the system construction by stages and steps.Through the joint efforts of the government, society, individual three party, ourlong-term care insurance system must be established as soon as possible, and play animportant role.
