Large and medium-sized high-tech enterprises is a key pillar of strength in the economicdevelopment in China, after the international economic crisis and the European debt crisis, themany regions gradually increase the resources for technical innovation investment. Not onlyhas technical innovation become an important pillar of strength of large and medium-sizedhigh-tech enterprises’ development, but also an important factor affecting economicdevelopment and regional competitiveness. Evaluating the large and medium-sized high-techenterprises’technical innovation performance reasonably and effectively has earned more andmore researchers’attention.This paper revolves around the core technical innovation efficiency, combined with theactual situation of the large and medium-sized high-tech enterprises’ innovation resourceinputs and outputs, breaks down the regional technical innovation efficiency into technicaldevelopment efficiency and technical conversion efficiency relying on two-stage theory oftechnical innovation. And then the comprehensive performance evaluation system of theregional large and medium-sized high-tech enterprises’innovation is builded around technicaldevelopment efficiency and technical conversion efficiency. After it, the two ANPperformance evaluation models of are the regional technology innovation resource inputbuilded by Analytic Network Process. The importance evaluation data is obtained by meansof questionnaire, the influence relationship and the local weights and global weights of eachperformance indicators are determined by Super Decisions2.0.6. Finally, build the ANP-DEAmodel by the input and output index system selected, this paper conducted an empiricalresearch on evaluating the regional technical development efficiency and technical conversionefficiency by introducing24Provinces and cities’data from2008to2012. The model issolved by DEAP2.1, and the effectiveness of large and medium-sized high-tech enterprisetechnical innovation input and output is analyzed, the DEA valid and invalid enterprises aredetermined, and corresponding improvement measures are put forward for enterprises DEAinvalid. The result shows that: both the development efficiency and technical conversionefficiency is not high in the process of technological innovation, and there is a more seriousproblem of regional disparities; the most important issue is ineffective management, and then it is input redundancy; the number of non-DEA effective provinces’ indicators that need to berevised is large.Based on related theory and application research, this paper breaks down the regionaltechnical innovation efficiency into technical development efficiency and technicalconversion efficiency, open the "black box" of the process of technical innovation.Quantitative analysis on the basis of subjective qualitative analysis is introduced, the regionaltechnical innovation efficiency is analyzed and evaluated by combining two methods: ANP,DEA. The conclusion provides a clear idea and scientific evaluation method for building theperformance evaluation system of the regional large and medium-sized high-tech enterprises’technical innovation, the effects of the subjective weights are effectively reduced, and thereliability and objectivity of evaluation model results are improved. Finally, some suggestionsabout how to improve the regional technological innovation performance are given in theconclusion. The conclusions of this paper have theoretical and practical significances for bothcorporate and government.
