Ourgovernment inherited the customary tradition, a dual role in producers and managers ofthe Construction&Operation of public goods. During the past three years, thewidespread adoption in the Construction&Operation mode of the government leading,state-owned enterprises, seriously hampered the development of public rental housingthat can not meet the more housing needs. Through successful experiences of publicrental housing of the Construction&Operation mode of part of the domestic the city andthe relevant theories, the model of the enterprise to participate in research.
