Study On Social Forces Participation In The Construction And Operation Mode Of Public Rental Housing-a Case Study In Xi’an

Public rental housing, as an important complementary part of the affordablehousing system, on improving the living environment of low and middle-incomefamilies and reducing the burden on the people played a huge role.Publ-ic rentalhousing has a strong social benefits, is a quasi-public goods with a public nature. Ourgovernment inherited the customary tradition, a dual role in producers and managers ofthe Construction&Operation of public goods. During the past three years, thewidespread adoption in the Construction&Operation mode of the government leading,state-owned enterprises, seriously hampered the development of public rental housingthat can not meet the more housing needs. Through successful experiences of publicrental housing of the Construction&Operation mode of part of the domestic the city andthe relevant theories, the model of the enterprise to participate in research. The maincontents include:1. Combined with social security, the new theory of public economics, entrust-agent theory,on the basis of public-private mode analysis and discusses the governmentin social forces into the construction and operation of public rental housing should bearthe primary responsibility in the process. Finally,from the perspective of family incomeand firms or operations perspective, uses the method of economic analysis to study thefeasibility of firms or institutional investors to participate in the public rental housing.2. From two aspects of construction and property right,build enterprise toparticipate in the model, through the study of the advantages and disadvantages of allkinds of model analysis, from system design, the government policy, market demand, social economy and the source of funds, it is concluded that the enterprise or institutioninvestors operating the of public rental housing construction main influencing factors,build the index system of enterprise participation, finally puts forward the decisionindex system comprehensive evaluation model.3. In this paper, combined with the actual situation of xi’an, on the basis of fullanalysis of the background information, using hierarchy and fuzzy comprehensiveevaluation method, from the two aspect of hold property right and construction way, it isconcluded that the pattern that enterprises to participate in construction and operationmodel of the public rental housing mainly for agent-construction,finds out the maininfluence factors and the direction that government departments should make efforts.4.
