| The rapid development of market economy today, the overall budget management as a modern management mechanism, already in many large company has been widely used. SQ company is long-distance gas pipeline network construction and operation of a core set of downstream distribution business in one large integrated natural gas supplier, 2008 initial public offering of A shares on the Shenzhen Stock Exchange officially listed, SQ corporate management has become more specification, with a strong competitive advantage in the region. But with natural gas price reform, the increasingly complex market environment, corporate profits decreased conventional gas. Faced with this situation, SQ companies try to use advanced management concepts and enhance their competitiveness. Thus, SQ company has been exploring in line with the overall budget management of their own development.This paper describes the overall budget management theory, including the concept of a comprehensive budget management, comprehensive budget management mode different characteristics and scope, as well as various components of the overall budget management mode. Then, combined with case management business SQ company overall budget situation, analyzing the current overall budget management mode SQ companies. Finally, at the status quo SQ comprehensive budget management company for the deficiencies of the proposed ideas to improve the company’s overall budget management mode SQ and the specific measures.
