Research On Problems In Government Purchasing Review And The Corresponding Solutions

Entering the 21 st Century, government procurement is getting more and more attention as a highly discuss and hot industry. With the increasing of financial spending, it bears more social expectation as an effective method of financial expenditure. When the Treasury proposes a high requirement, many problems to be tackled are exposed. Currently, there are many problems in review field of government purchase, and the laws and regulations are not perfect, those problems should be solved. Some people get round the laws; they brought many troubles to purchaser, supplier, judges and supervisor. Government Procurement Law need to improve when monitor the problems and find out who is to blame.This research is about the problems in the process of Liaoning provincial government purchasing review. Conclude the current situation of Liaoning government procurement by sort out purchasing data; summarize the demerits within the current review, give many cases, in order to find the niche targeting solutions and personal recommendations. This research mainly includes the following four sections:First section is Introduction. This section mainly introduces the background on selecting this theme, the research purpose and content, literature review, research significance and research methodology. In the literature review, I make a general introduction on government purchasing review nationwide and international wide, and give some comment. And then summarize the theoretical meaning and the practical meaning of this paper; then introducing my thinking and methodology in terms of writing this paper.Second section is summary of government purchase and government purchasing review. This section summarizes the definition, characteristic, principles and basic function. Then I summarizes from the procedure and method of government purchasing review, rights and responsibilities of reviewing committee and reviewing environment aspects.Third section is the analysis of the status quo, the problems within the current review and the causes of Liaoning provincial government purchasing review. first this section summarizes the situation of Liaoning government purchasing; then find the problems within the current review and analyzes these kinds of problems with the case in reality. And finally summarizes the causes of Liaoning government purchasing review.The fourth section is the solutions and recommendations of Liaoning provincial government purchasing problems. First, this section points out several problems during the review, and give some solutions of government procurement more and more fair by helping of specialists’ analyze. The author gives some suggestions including responsibilities taken being imposed by Discipline Inspection Authorities and strengthen studying anti-corruption, etc.
