The development of modern agriculture is not only the primary task of building a new socialist countryside but also the basic requirement to implement the Scientific Outlook on Development. It is the fundamental way to ensure food security and promote farmers’ income, and is also the only way to achieve sustainable development of agriculture. Chongqing, as one of the first national modern agriculture demonstration areas, now has four counties which have become pilot demonstration areas of the national modern agriculture. Its development of modern agriculture has always been concerned. Evaluation of modern agriculture in the traditional sense is simply about mechanization, scale, etc., which is obviously not feasible to be the only measure criterion of the increasingly diversified modern agriculture. The development of modern agriculture demonstration zone needs to be comprehensively evaluated based on the regional characteristics, regional management organization and environmental development. Therefore, how to break the barriers to regional development, increase utilizing efficiency and rational allocation of agricultural resources is a problem worthy of attention. The main purpose of this paper is to construct the index system of valuating modern agriculture, and provide basic analytical tools and frameworks for the quantitative assessment of modern agriculture. By analyzing the basic construction of modern agriculture demonstration area of various districts and counties in Chongqing, combining with the characteristics of modern agricultural development in Chongqing, a reasonable and effective evaluation system model is constructed.First of all, the definition of modern agriculture and the development in the construction of modern agriculture are analyzed. Secondly, the method and index system of evaluating modern agriculture are studied. For choosing the evaluation index, the most representative fifteen evaluation factors in rural statistical yearbook released by statistics bureau of the counties, which are the modern agricultural demonstration areas in Chongqing. The fifteen evaluation factors cover the investment in agriculture, aggregate output, social development and management as well as agro-ecological development, etc. For the defining evaluation weight, the representative subjective evaluation methods such as AHP and Delphi is applied, more objective multivariate statistical methods which include principal component analysis based on SPSS and factor analysis are used. Then, using a fuzzy system to establish an open evaluation model provides unwanted weight evaluation method. Comprehensive evaluation results of these three methods are sorted.To express the evaluation results more intuitively, the modern agricultural demonstration areas of 17 counties in Chongqing is divided as follows:model type, development type and starting type in accordance with the score sort. Finally, based on the evaluation conclusions of modern agriculture demonstration areas, specific construction goal, construction measures and construction advice is proposed to increase system and mechanism innovation in rural areas, which can increase production efficiency of agriculture in the modern agricultural demonstration areas, improve quality of agricultural products and maintain the comprehensive modernization of the ecological environment.This article has reference value for the construction of modern agricultural demonstration in Chongqing, and the proposed theoretical framework and research method have certain exploration, which proviue a scientific basis for creating a modern agriculture demonstration area of model type in Chongqing and the evaluation of the future modern demonstration areas.
