China Railway Engineering Consulting Group Co., Ltd. (hereinafter referred to as the "Group Company"), founded in 1957, is currently a wholly owned subsidiary of China Railway Group Limited, the predecessor of which is the Ministry of Railways professional institute. Group Company has been developed and grown into a large survey and design consulting business groups, which has long been engaged in consulting engineering survey, design, consultation, supervision, general contracting and research.After years of entrepreneurial development, the Group Company has made great degree of upgrading in the aspect of internal resource allocation, management, capacity development, firm size, and other aspects of the comprehensive competitiveness. As a result, not only the company brand was basically recognized, but also the company became a form characteristic of iron Consulting. However, living in the era of constant change and development in the flood, it is necessary for the Group Company to ponder and research how to keep making progress so as to continue to lead in the industry. So, The Group Company made a new five-year development plan.In today’s society, the role of financial management and capital operation in enterprise development became increasingly apparent so that financial capital operation gradually play important role in upgrading competitiveness and maintaining leading following production management and commodity business. Since the important strategic position of financial management, this article is based on the theory of financial management and capital operation, combined with the actual situation, to explore for the company’s development strategy.Firstly, the financial management and capital operation theory are reviewed by this article. Secondly, the status of the company production and management, especially financial management and capital operation, is analyzed in this paper. It is concluded that there are company problems in the staff structure, the financial system, the degree of information and other aspects. Thirdly, this paper analyzes and researches the coping strategies to resolve the current problems of the company mentioned above through combining with the company’s overall strategic thinking and related macro-financial and capital operation experience and theory. Finally, based on the above work, this paper proposed financial capital strategies in terms of financial management, accounting system, capital operation and financing management, risk control, comprehensive budget management, performance evaluation, information technology. Also, in order to effectively guarantee the smooth strategy implementation, this paper discusses the relevant safeguards.
