It has been thirty-seven years since China’s reform and opening up. In the process of contacting with the world, China’s export-oriented economy has made great development. Global foreign direct investment flow grew by only 1.4 percent in 2013, while China’s foreign direct investment flows to 107.84 billion in new height, growing by 22.8 percent. The growth rate is far more than the world level.The location choice is one of the key issues in foreign direct investment. Location choice is the most important strategic choice for each enterprise because location choice has relationship with the success. The number of countries and region that Chinese enterprise invested has reached 184 by the end of 2013, increasing by 5.But Chinese foreign investment area distribution is centralized. The foreign investment stock of top 20 countries is 475.093 billion, accounting for 89.3 percent. In the situation, taking the enterprise heterogeneity into account and analyzing foreign investment location can help enterprise to make a reasonable judgment.This paper bases on the enterprise heterogeneity theory as the basic framework and uses DEA method. After comparing domestic production enterprise productivity with OFDI enterprise productivity, we conclude the productivity paradox. The OFDI enterprise productivity is not higher than domestic production enterprise productivity. What is more, enterprise productivity is not positively correlated with the number of the host countries. Besides the productivity, the paper takes other enterprise heterogeneity and host country characteristics into account, such as enterprise age, property, asset size, labor quality, market size, market entry costs, the host country tariffs, in order to analyze the influence factors of location choice. The result is that every region has different influence factors. Enterprises should be concrete analysis in different continents. At last, the paper gives some advices from the aspect of enterprise itself and the government.
