Rural urbanization is an essential process of economic and social development in our country, involving economy, industry, environment and social undertakings such as education, medical treatment and pension plans, in which resources have been reallocated, interests readjusted and structure rebuilt. Its fair, impartial and sustainable promotion is an important carrier of building a modern socialist country in our country. In the traditional "top-down" process of rural urbanization, farmers basically have no say in the matter, no approach to claim their rights, passively accepting the advancement of the urbanization; therefore, the interest allocation mechanism in this process demonstrates the feature of relatively large asymmetry and disparity.Valuable and advantageous experiences of many areas in China as regards aspects such as the innovation on the ways of land expropriation and the creation of the urbanization mode featuring "a win-win situation" are available now, in consequence of group petitions, violence and, moreover, casualty incidents due to land expropriation, and thanks to the law awareness improvement of government organizations and changes in view on evaluating performances influenced by "people-oriented" concept. In some rural and suburb areas, land development by village (community) collective or villagers (residents) as a subject are becoming more and more. For example, houses with limited property rights, reported frequently by papers, belong to this group. Some innovative urbanization modes with strong sense of experiment appeared on the basis of the combination of governmental will and the security of rights of farmers. These cases rely on specific area and economic advantages of the experiment area, or local government’s powerful financial strength;There are all kinds of limitations in the application of the mode.This paper bases on the two driving forces in rural urbanization, the "top-down" mode and the "down-top" mode. Taking Yanling Community, Lvcheng District as an example, it introduces the pattern of the investment company which is set up by the collective leading, entrepreneurs initiation and villagers voluntary investment. Meanwhile, the pattern turns land or houses into shareholding, invests in programs providing long-term life security, and intensifies the management and restraint functions of village rules. On this basis, it concludes the practical value of Yanling Community mode, put forward strategies of improving the "down-top" urbanization mode of Yanling Community in the light of its problems in the practice, and explores its revealing significance and promoting values.Finally, it draws the conclusion that In order to promote the urbanization must consciously follow the requirements of the scientific concept of development, and the policy of people oriented.Efforts to create the system and policy environment for farmers to share the fruits of urbanization development. So that the majority of farmers feel the city of the city to their own is not lost.
