China has abundant forest resources, but the per capital forest resources are scarce, and with the rapid development of Chinese economy, the demand for timber resources becomes more and more prominent. In recent years in order to protect the environment, the government increases the protection and supervision of forest harvesting, making the domestic contradiction of timber supply and demand become more prominent. The rapid development of China’s real estate industry needs a lot of timber resources, which breaks the balance between domestic timber supply and demand, especially the need for the production of solid wood furniture and upholstery hardwood panel.Although this imbalance between supply and demand can be changed by changing the resource use patterns and looking for alternatives ways to help ease the effects, but the demands of the market economy can only be a modest guide, but not be changed. The most rapid and effective way is still through the traditional trading methods to achieve a national allocation of global resources. Therefore, our policies on imports of timber were made timely to ensure the supply of imported timber. But this leads to a situation that our trading dependence keeps elevating and China’s timber supply is easily affected by exporter’s policies and market strategy, which brings hidden crisis for the healthy development of the domestic timber industry. Chinese hardwood panel importers spotted the resources and production capacity of the North America; the North American exporters are also concerned about the Chinese market. In recent years, the North American hardwood occupies majority market share of China’s imports of hardwood. North America, covering a large area of forest, forest industry has a long history and advanced technology, high product quality, sustainable production and strong product. Accordingly to this, this article discusses the current situation of Chinese imports of the North America hardwood panel and the main problems, and from three points to list the corresponding countermeasures and suggestions for the government, industry associations and enterprises, try to solve China’s imports trade issues of North American hardwood panel.This paper focuses on the North American hardwood panel market overview and status quo of China’s timber consumption and potential growth, with China’s imports of hardwood panel in North America as a research subject, according to reality market conditions and related data and theory to analyze the issues of Chinese imports of North American hardwood panel, from government, industry associations, enterprises to propose solutions of China’s imports of North American hardwood panel. The main-contents are as follows:Chapter I is related to timber imports in the domestic and international research reviewed by analyzing the global and North American hardwood panel and Chinese market conditions, to explore the existing research in the field of wood and related theories, make clear the currently exist general trade issues and risks of timber industry, related with researches from trade situation, the problems, the proposed countermeasures perspective on how to enhance trade and anti-risk ability, enhance trade sustainability for China-related import companies, industry associations and government.Chapter II discuss the international competitiveness theory and measurement methods to analyze the international competitiveness of the North American hardwood panel, from Adam Smith’s Theory of Absolute Advantage, David Ricardo’s Theory of Comparative Advantage, Heckscher and Ohlin’s Factor Endowment Theory to explain the advantages and competitiveness of North American hardwood panel. Finally, from the point of Technical Barriers to Trade and Green Barriers to compare the North American hardwood panel and other hardwood products to show that when facing trade barriers in the international market, the North American hardwood panel possesses a strong acceptability, combined with trade sustainability analyzes the North American hardwood panel’s market prospects.Chapter Ⅲ discusses the concept of hardwood panel and hardwood resource possession of the United States, introduced the hardwood species and rating criteria related to the North American hardwood, from a quantitative point of view to analysis the market share of the North American hardwood panel and other hardwood producing countries worldwide, demonstrate that Chinese imports quantity and growth trends of North American hardwood panel, stressing that the future market based on China’s forest resources and economic development.Chapter IV pays attention to analysis Chinese imports issues of North American hardwood_paneLtrade_barriers,_listed as excessive dependence, lack of internal and external risk control, trade information asymmetry problem, inspection and quarantine issues, gauging system, etc., from a political, economic, regulations and industry standards to summarize reasons, point out the specificity and magnitude of these problems.Chapter VI summarizes the earlier results to propose recommendations and solutions from relevant government departments, industry associations and enterprises their own perspective. The relevant state departments should promote the bilateral trade talks to build a good business environment; associations construct platform and set relevant industry standards; enterprises should strengthen themselves, to resist risks and enhance the viability. At the same time to accelerate the training of industry professionals.
