The Research On Audit Of HNDL 10kV And The Following Distribution Network Projects

In recent years, as the project investment of power grid is expanding, the "last mile" in power transmission to the user’s receiving network, made the construction of the distribution network draw attention of the public and government. The importance of the construction of distribution network is increasingly prominent for power supply enterprise, so the audit demand of distribution network projects is increasing. At present, the intensive management and information technology has matured, Enterprise Risk Management and internal control construction is vigorously promoting in the grid corporation,10 kV and the following distribution network engineering projects began to standardization management through the whole process. The research on whole process auditing of 10 kV and the following distribution network projects is of great significance for us to improve efficiency and effectiveness of audit, to enhance the ability of supervision, evaluation and service.Chapter Ⅰ and Ⅱ are a basic part of the reviewed research and the construction management audit theory. Chapter Ⅲ introduces the condition of the audit of 10 kV and the following distribution network projects, and analyzed the problems, and explore its root causes of problems arising. And then the project management process is divided into four stages:pre-construction, project implementation, completion and acceptance, post-evaluation in the research. The study expounds the audit content, key points of supervision and evaluation, the utilization of results, and puts forward fairly practical work suggests by work-points. The research gives conceptual proposals for the typical audit program of audit of 10 kV and following distribution network projects, and attempts to explore a new practical way to provide a highly efficient method different from the traditional audit. At last, from the enterprise institution, personnel and technology are brought out improvement measures.The research shows that, internal audit has its own capability position and work contents in the whole process of project management. Strengthen the construction of the whole process of project auditing management system, will be greatly helpful to optimize infrastructure management processes, reasonably control project cost, improve audit quality and reduce audit risk, intensify the internal audit functions of supervision and evaluation.
