The construction and development of facilities agriculture accelerated the construction of new socialist countryside. Become the main way of speeding up the process of agriculture to industrialization, integration and mercerization. The facility agriculture became important agricultural production mode that enhances the national and region synthesis competitive power, is the local authority is used to cultivate and promote the production superiority the important means. The government takes the facility agricultural industrialization development the organization control section, its function’s sustainable development to the local facility agriculture has very vital role. Third Plenary Session of the Party eighteen report clearly stated that transformation governmental functions, improving the government’s macro-control system, performing governmental functions, optimizing the structure of government organizations. Therefore, the government functions is an important foundation for sustainable agricultural development support facilitiesIn this paper, take Daqing city, Datong district for example, based on the purpose of how the government play functions effectively to promote sustainable and stable development of agricultural facilities. This paper use the American scholar Michael Porter’s Diamond Theory as a theoretical tool to determine that local government play a leading role of developing the agricultural facilities. As the same time, this paper combined the government’s macroeconomic regulation agricultural and theoretical knowledge of regional economic development in order to explore local government functions in the development of agriculture facilities. We can reach the conclusion of the government should do macroeconomic management and the overall planning; play the functions of the government’s plan to guide and coordinate service functions; adaption of the region’s agricultural facilities and overall economic development and overall industrial planning, promote the vigorous development of the regional economy.This article through the analysis about the present situation of datong district agricultural facilities, Based on the theory of diamond model and Advantages and disadvantages of SWOT opportunities challenges qualitative and quantitative analysis of the model. Clear the functions of the government in datong area facilities for agricultural development(dominant function, publicity function, coordination functions, supervisory functions and security functions), positioning and regulating role in the development of facilities agriculture. To further clarify the functions of the government in the development of facilities agriculture problems.
