| Industrial park as a new mode of small and medium-sized enterprises gathered, it provides the possibility for the enterprise to avoid waste and achieve the common development. Now in industrial park, many small and medium-sized enterprises start to put their inventory inside the park public warehouse, let management by the Third Party Logistics (3PL), thus to share the park land, service, technology and other resources, reduce their logistics costs. In addition, enterprises also use inventory in 3PL warehouse as collateral to access to the bank get a loan, revitalize the inventory as chattel mortgage to create a new way of get financing money. And the chattel mortgage in industrial park has some challenge:(1) there are numerous small and medium-sized enterprises, the historical finance data which is used to determine the enterprise credit value is incomplete and difficult to obtain; (2) the trade goods among the enterprises are clutter, the specie of pledge is variety and the pledge should be frequent in-out warehouse so their pledge model would be complex. Those above characteristics result needing dynamic assessment of each movable differentiation. But to banks, it is a difficult problem. Bank often accept the market financing needs passively, they can’t be centralization and specialization to assessment the pledge accurately and efficiently. While the Internet of Things technology as an emerging technology for contemporary logistics monitoring system enables real-time tracking of cargo, the 3PL in industrial park can make use of this unique information advantages from the real-time tracking logistics information platform to get credit capital for a unified from bank, changed into a "financial logistics" enterprises, to carry out chattel mortgage with small and medium enterprises and realize dynamic assessment for the business within the park.So this thesis draw a lessons from the previous research achievements, support by IoT to study the pledge dynamic assessment for chattel mortgage in Industrial Park. The research content mainly includes the following aspects:Firstly, Analysis the characteristics and needs of chattel mortgage in 3PL warehouse, proposed a unified credit chattel mortgage business model, risk control strategy, business operation mode and movable property evaluation methods.,Secondly, for the problems of the financing enterprise qualification evaluation, in order to effectively identify the chattel mortgage business risk, comparative analysis the different strategies of chattel mortgage business risk management on uniform credit-financial logistics enterprises and banks, established an enterprises quality assessment index system of chattel mortgage which is suit for the financial logistics enterprises, and used the ANP method to determine the index weights.Thirdly, to control the risk of price fluctuations in chattel mortgage cycle and making use of the advantage of Internet of things technology, a dynamic pledge model based on marking-to-market strategy was set up and used financial logistics enterprises maximum benefit as the objective function to calculate the optimum loan-to-value ratios.Finally, based on the innovative IOT technologies driven by the intelligent logistics concept of real-time monitoring for the application, a dynamic regulatory assessment system was built to guarantee chattel pledge business efficient, accurate and high feasibility to carry out and perform.Therefore, this study has the following aspects of significance:(1) Let 3PL play an active role on pledge assessments in the industrial park. It can promote the development of chattel mortgage business, help the 3PL upgrading and the whole industry park’s development. (2) By means of the Internet of things technology to ensure the logistics enterprises to supervise and manage the collateral security, it would improve the accuracy of the pledge assessment and evaluation of efficiency and expand the Internet of things technology application in the field of logistics finance. |
