Controlling Costs Of Wuhan Parrot Chau Yangtze River Bridge Based On The Master Budget

The stable and fast development of national economy, expanding the scale of investment, have provided strong market environment for the construction industry. The business environment in construction is highly competitive. Controlling costs effectively is the key to survival and development of construction enterprises. However, the traditional budget management, due to the deficiencies of data acquisition and analysis, hindered its applications in controlling costs; the existing system must be further improved.The deficiencies of controlling costs based on traditional budget management, combined with the characteristics of cost accounting, were analyzed under the situation of construction enterprises. The improvement ideas were also put forward, and applied in engineering practice. The thesis outline is as follows.Firstly, the relationships between project controlling costs and master budget are expounded, both of which emphasize round, whole process and whole staff cost management. They place the stresses in information transfer and conversion in the management process, and have significant dynamic and similarity. The strategic master budget can provide new ideas for project controlling costs from integration of resources, improving the controlling system, optimizing processes, collection and feedback of information, performance appraisal, reward and punishment mechanism. The requirements of information for the project controlling costs based on master budget are also proposed.Secondly, the flaws of existing master budget in data catching, analyzing costs information and controlling costs are presented. The reasons are expounded, improvement ideas are also put forward.Thirdly, the system of controlling costs based on master budget is reconstructed from the budget data, processing platform and dynamic controlling of responsibility costs.Finally, the budget preparation is introduced. The costs analyzing, dynamic controlling and performance evaluation of costs planning combined with the Wuhan Parrot Chau Yangtze River Bridge project are expounded. The achievements of controlling costs based on master budget are also pointed out.The finding shows that the IT’s data collection and analysis can strengthen the controlling costs based on master budget, realize the combination of controlling and saving costs, and improve efficiency.
